Welcome to CoLi-Fi Ads, a service provided by CoLi Link Ghana Limited. These Terms and Conditions govern your use of our captive portal advertising network, automated billing systems, and Wi-Fi provisioning services. By creating an account or submitting an ad campaign, you agree to be bound by these terms.
1. Advertiser Accounts & Wallet Billing
Pre-paid Wallet System: CoLi-Fi Ads operates on a pre-paid wallet system. Campaigns will only be delivered if your wallet maintains a positive balance of at least GHS 10.00.
Base Currency & Conversions: The platform operates with the Ghanaian Cedi (GHS) as its base currency. If you select a foreign currency (USD, EUR, ZAR, NGN), your balance and billing rates will be dynamically converted based on our internal exchange engine. Exchange rates are subject to change without prior notice.
Billing Models:
Views Objective: Billed dynamically at GHS 0.03 per verified impression.
Leads Objective: Operates on a dual-model, billed at GHS 0.01 per impression plus GHS 0.95 per verified Call-to-Action (CTA) click.
Negative Balances & Grace Periods: If your account falls into a negative balance, you are granted a 5-day grace period to top up. Failure to clear the debt within 5 days will result in automated account suspension and the pausing of all active campaigns.
Refunds: Wallet top-ups made via Paystack or promotional Top-Up Codes are non-refundable. Funds must be utilized for ad delivery.
2. Reseller Accounts & Preferential Billing
Qualification & Minimum Deposit: Advertisers may apply for a CoLi-Fi Reseller Account provided they maintain a minimum wallet balance/deposit of not less than GHS 20,000.00 or receive direct approval from the Super Admin.
Application & Approval Workflow: Upon submitting an application, the account status changes to "Reseller Pending" and an automated notification is sent. Once approved by administration, the account is upgraded and a confirmation email is dispatched.
Preferential Reseller Billing Rates: Active reseller accounts benefit from discounted promotional billing charges across all active network nodes as follows:
Views Objective Ads: Billed at a discounted rate of GHS 0.03 per view.
Leads Objective Ads: Billed at GHS 0.01 per view and a reduced rate of GHS 0.20 per CTA click.
3. Ad Content & Compliance Rules
Media Asset Limits: Image uploads are strictly limited to 20MB. Video uploads are limited to 200MB.
Video Duration Minimum: To ensure accurate captive portal authentication synchronization, all video advertisements must have a strict minimum duration of 10 seconds. Videos shorter than 10 seconds will be automatically rejected by the system.
Sensitive & Political Content: Advertisers must explicitly declare if a campaign contains political material or sensitive industry categories (e.g., Financial, Health, Adult). Failure to declare this will result in immediate campaign deletion and potential account termination.
Right to Reject: CoLi Link reserves the absolute right to manually reject, suspend, or remove any ad campaign that violates local laws, network standards, or community guidelines, at our sole discretion.
4. AI Targeting & Campaign Delivery
Audience Match Estimations: The "AI Potential Audience Match Rating" is a predictive estimate based on historical hotspot usage and DNS logs. It does not guarantee exact delivery metrics.
Location Delivery: Ads are targeted strictly based on the physical constituencies, cities, and router assignments registered in our database.
Pacing Algorithms: Daily view pacing is automatically calculated by dividing your total budget by your campaign duration. Unused daily views roll over dynamically.
5. User Data, Privacy & Analytics
Data Collection: We collect non-personally identifiable routing data, MAC addresses, and categorized DNS query trends (e.g., "Social Media", "Finance") from Wi-Fi users strictly for the purpose of AI ad targeting and category mapping.
Advertiser Communication: By using the CoLi-Fi Messenger, advertisers agree not to spam, harass, or mislead Wi-Fi clients. Chat logs are maintained for security and quality assurance.
6. System Availability & Liability
Uptime: Ad delivery is contingent upon the physical health, power supply, and network uptime of individual router nodes across the country. CoLi Link is not liable for under-delivery caused by localized power outages or ISP failures.
Limitation of Liability: Under no circumstances shall CoLi Link Ghana Limited be liable for indirect, incidental, or consequential damages resulting from the use or inability to use our advertising platform.
